I think boilers belong inside. Even the best insulated boiler loose heat to the outside. Why not use it to heat the house? Imagine a breakdown in the winter? The boiler will freeze solid and be damaged. For local comfort get a pellet stove. It only needs a 2″ wall vent and adds cozyness to the room.
